The Advanced Information Systems laboratory (IAAA: http://iaaa.unizar.es) is a 20 years old multidisciplinary R&D group, with a computer science profile, assigned to the Institute of Investigation in Engineering of Aragon at the University of Zaragoza. Its researchers are (apart from other relevant merits) part of the Core Drafting Team for Monitoring and Reporting and Interface Team with the Networking Services Drafting Team for the implantation of the Implementation Rules of the INSPIRE Directive. Organized by the JRC, EUROSTAT y la DG Env from the European Commission, the Support Drafting Team for Networking Services for the implantation of the Implementation Rules of the INSPIRE Directive. Organized by the JRC, EUROSTAT y la DG Env from the European Commission, and part of the Spanish Office for the Coordination of the UNSDI (United Nations Spatial Data Infrastructure).

WE@EU is a project of the FP7 ‘Regions of knowledge’ initiative leads by the University of Zaragoza and with the participations of five regions: Aragón (Spain), Provenza-Alpes-Côte d’Azur (France), East of England (United Kingdom), Galilee (Israel) and Malta. The objective of this project is the coordination of activities and work in R&D&i in the market for efficient use and management of water in urban environments. The project will establish those aspects in which these regions have a potential (and a reality) that will allow them to be leaders in R&D&i in the field of efficient use and management of water in urban environments. Over this analysis of capabilities, the project will propose action lines for the promotion and public funding of innovation works in this area. The aim is to influence to regional and national governments and to the EU to ensure that it will be possible to continue innovating in those areas in which the regions already have a competitive advantage so they do not lose it, or even increases. The project includes a contribution from the European Commission over 2 million Euros, will be developed over 3 years and is led by Dr. F. Javier Zarazaga-Soria, Associate Professor at the Universidad de Zaragoza and Associate Director of the Group of Advanced Information Systems from the Aragón Institute of Engineering Research of the University of Zaragoza.

The European Union has recently given a new political and legislative boost to facilitate open access to public data for re-use and put in value, and as a tool for increasing the transparency of public administrations in Europe. This strategy is known as the Re-Use of Public sector Information and as Open Data. For guarantee the sustainability of this strategy, it is important that the incorporation of open access for publicly available information does not involve significant additional costs for the authorities involved. For this reason the automation of processes and the mechanisms that facilitate them are interesting. This also includes facilities for incorporating citizen participation, bringing Web 2.0 features to the world of Open Data. In this way it is possible to improve the user experience when analysing the data and find ways to re-use it, but also to contribute to the improvement of the quality of the data. This offers new opportunities for the development of the information infrastructures required, and for the advance in scientific/technical and technological that may provide support for the development of this policy, and its use. In this context, the project is built on the previous experience of the two research groups to coordinate progress towards sustainable development of open geospatial data infrastructure. These cover various aspects of the value chain covering the enrichment of the representation of geospatial aspects and its use in information retrieval, automatic resource discovery on the Web ("crawling") and "link" with the Semantic Web through their characterization and auto-tagging, and where human intervention is necessary, economizing work by providing help in generating (semi) automatic user interfaces and visualizations from the data itself open, as well as their usability and accessibility. The practical feasibility of the project results will be validated in local government infrastructures with a solvent reputation in the field of Open Data initiatives: the municipalities of Zaragoza and Lleida. The final goal is to prepare the Transfer of Technology to these public administrations.

Pilot project that consisted in the development of a Spatial Data Infrastructure (SDI) to support access to geographic information resources concerned with the Water Framework Directive (WFD) within an inter-administration and cross-border scenario that involved two countries (France and Spain) and the two main river basin districts at both sides of the border (the Adour-Garonne basin district and the Ebro river basin district). We worked on technical support of web map services and search services, and spatial data modelling of information belonging to the project participants.

Large scale integrated project which demonstrates the added value to the scientific community and society of making existing systems and applications interoperable and used within the GEOSS and INSPIRE frameworks. The project builds an initial operating capacity for a European Environment Earth Observation System in the areas of Drought, Forestry and Biodiversity. It then undertakes the research necessary to develop this further into an advanced operating capacity that provides access not just to data but also to analytical models made understandable and useable by scientists from different disciplinary domains.
